<국제입찰에 사용했던 Bid Evaluation 사례 소개>
다음 자료는 수력발전 IPP 투자사업으로 핵심 기자재인 Hydro Turbine-Generator를 국제 입찰을 통해 구매하기 위해 PQ를 통과한 업체를 대상으로 입찰을 실시한 후 입찰자들이 제출한 Bid Document를 공정하고 객관적으로 평가하여 가장 적합한 업체를 선정하는데 적용하는 평가기준과 이를 적용한 평가결과 요약서 양식을 소개합니다. 업무에 참조하시기 바랍니다.
* 투자 프로젝트는 SPC (특수목적법인, Special Purpose Company) 설립을 위해 투자자들의 자본참여를 합의하고 그 비율에 따라 PF(Project Financing)에 대한 보증도 함께하므로 EPC 업체 선정, 주요기자재 공급을 위한 업체 선정 등은 투명하게 하지 않으면 투자자들간 불신이 생겨 분쟁의 소지가 있으므로, 이러한 평가기준에 따라 공정한 평가 점수에 따라 선정하는 것이 일반적이다. Negotiation Contract(소위 수의계약)은 인정되지 않는다.
B1. Tender Evaluation Criteria(입찰서류 평가 기준)
Terminology:
1.Equipment Cost
Allocation= E.P x Pmin/P
Some of the technical deviations will be assigned some cost factors since they relocate part of the cost normally incurred in the manufacturing facility to the installation work at site.
2.Installation Cost
Allocation= E.P x Pmin/P
Remark: In case of large differences in the supervision cost among the Tenders, the supervision cost on “per month basis” shall only be considered. In practical terms, there will not be much difference in the supervision duration and the number of supervisory personnel required at site by each of the Tenderers for the same installation schedule.
3.Technology/Deviations
Tenderer’s technology and deviation will be evaluated based on Engineer’s judgment and experience. In particular, deviations raised from the Tenderers will be considered.
4.Sub-Contractors
The possible impact on product quality, installation work and on cost associated with quality control, project management and detail design will be judged by the Engineer.
If the Tenderer is using his own manufacturing facilities or reputable sub-contractors: Allocation = E.P.
5.TDS and Efficiency
The technical data sheet for all-supplied equipment and materials will be evaluated and particularly the performance and efficiency for turbines, generators and transformers to be supplied and be guaranteed will be evaluated and judged by the Engineer.
If the Tenderer proposes higher guaranteed efficiency and technical performance for major equipment: Allocation = E.P.
6.Delivery
There is no weighting factor assigned to the delivery since all Tenderers are able to comply with the specified delivery dates.
7.Presentation of Tender
The quality and completeness of data, information, descriptions, and drawings accompanying the Tender will be evaluated by the Engineer.
For best Tender presentation: Allocation = E.P.
8.Engineering Performance
Engineering capabilities of the Tenderer will be evaluated by the Engineer based on the presented documentation on the company or on past exposure and experience.
For best engineering performances: Allocation = E.P.
9.Experience
Tenderer’s experience will be evaluated by the Engineer based on reference lists in the tender. For best references:Allocation = E.P.
