ACCRA SEWERAGE IMPROVEMENT PROJECT (ASIP)

GENERAL PROCUREMENT NOTICE (GPN)

The Government of Ghana, has received financing in the amount of USD 66 million from the African Development Bank (ADB) towards the cost of the Accra sewerage Improvement Project and intends to apply part of the proceeds to payments for Works, Goods and Services. 

°¡³ª°øÈ­±¹ ¼öµµ ¾ÆÅ©¶óÁö¿ª¿¡ ´ëÇÑ Æó¼öó¸®ÀåÀ» °Ç¼³ÇÏ´Â »ç¾÷À¸·Î ÁÖ¿ä¼öÇà¾÷¹«Àº ´ÙÀ½°ú °°½À´Ï´Ù.

The Project will comprise the following activities:

¡¤      Treatment Plants and Pumping Stations

¡¤      Sewerage Networks and Sanitation Facilities

¡¤      Environmental Measures

¡¤      Institutional Strengthening

¡¤      Engineering Services

¡¤      Technical Assistance

¡¤      Project Management.

The treatment plants and pumping stations shall include: (i) Two Sewerage Treatment Plants (at Densu Delta and Legon), (ii) Eight Transfer Pumping Stations, and (iii) A Marine Outfall at Densu Delta and an Outfall to the Water Course at Legon.

The sewerage network and sanitation facilities shall include: (i) Rehabilitation and extension of sewerage network, (ii) Rehabilitation of house connections and construction of new ones, (iii) Construction of public toilets and septage reception tanks, and (iv) Supply of maintenance equipment.

The environmental measures shall include: (i) Environmental protection and improvement works, (ii) Supervision of ESMP including monitoring of environmental standards, and (iii) sensitization campaigns

The institutional strengthening shall include: (i) Management consultancy services, (ii) Training consultancy services, and (iii) Logistic support and software development

The engineering services shall include: (i) Assistance in tendering process of various contracts, (ii) Review and modifications of the designs, (iii) Supervision and management of the construction and installation of all works, and (iv) Supervision and monitoring of the environmental and social management plan.

The technical assistance will be provided to support the executing agency, Accra Metropolitan Assembly (AMA), in its sewerage operations. The Technical assistance will be in the form of three experts for two years in the areas of (i) Technical operations, (ii) Maintenance and repairs, and (iii) Accounting and finance.

The project management shall include auditing of the project accounts, monitoring & evaluation and other provisions to ensure smooth implementation of the project.

Procurement of contracts financed by the ADB will be conducted through the procedures specified in the Bank¡¯s Rules of Procurement for Procurement of Goods and Works and will be open to all eligible bidders as defined in the Bank¡¯s Rules. Consulting services will be acquired in accordance with the Bank¡¯s Rules of Procedure for the Use of Consultants.

Specific Procurement Notices (SPN) to bid under the Bank¡¯s International Competitive (ICB) Bidding and for contracts for consultancy services will be announced, as they become available, in UN Development Business magazine and local press.
